The Federal Law n.º 9,790/99 created a qualification such as Civil Society Organizations of Public Interest (OSCIP) for company under private law without lucrative ends. Civil associations and foundations of private law by means of fulfilling the requirements and adoption of procedures established by law can obtain this public heading, conferred by the federal government.

The law searched to recognize the public character of a set of organizations of the civil society until then not recognized by the State, thus creating a new ranking system, that also seeks to differentiate non-profit organizations of public interest of those of mutual benefit (for a limited number of associates) and of commercial character.

A ORGADEM

In March of 2006, the ORGADEM, Organization for Supporting Community Development, was qualified for the Ministry of Justice as Civil Society Organizations of Public Interest, thus being recognized by its work directed to the human and social sustainable development of the country.
